Professional Moving Services in Richmond and the Bay Area

The hourly rate covers the labor of the crew, the truck, fuel, basic equipment (dollies, straps, blankets, shrink wrap, wardrobe boxes for hanging clothes on move day), and standard disassembly and reassembly of furniture like bed frames and table legs. It also covers the legally required basic liability coverage of 60 cents per pound per item.

What it doesn't typically cover: packing materials if you want us to box your kitchen and closets ahead of time, specialty crating for things like marble tops or large mirrors, long carries when the truck can't park within about 75 feet of your door, stair charges in some buildings, and full-value protection if you want coverage above the 60-cent minimum. Anything outside the hourly rate gets disclosed in writing in your moving services agreement before the move starts. If something comes up on move day that wasn't in the original scope, it has to be documented in a Change Order that you sign — California law doesn't allow movers to quietly tack on charges at the end.

California requires every licensed mover in the state to charge double drive time on local hourly moves. It's not a fee we invented — it's written into Maximum Rate Tariff 4, the rulebook every California mover has to follow.

Here's how it works in practice. The clock starts when we arrive at your origin (your old place), not when we leave our yard. We bill you for loading time, then for the drive from your old address to your new address — but that drive time gets multiplied by two — then for unloading time. The clock stops when we finish at your destination. We are not allowed to charge you for the trip from our yard to your home, or the trip back to our yard at the end. That's on us.

The reason it exists is consumer protection. Before the rule, movers used "portal to portal" billing — they'd start the clock at their warehouse and stop it when the truck got back, and you had no way to verify any of that time. Double drive time replaced an unverifiable number with a verifiable one: the drive between two addresses you can actually look up. For a typical East Bay move where the two homes are 15 to 25 minutes apart, double drive time adds 30 to 50 minutes to your bill. For a Richmond-to-Richmond move it's often under 20 minutes total.

Under the Household Movers Act, a licensed California mover has to give you several specific things, in writing, before they start work — and there are no shortcuts on this:

• A written estimate based on a visual inspection of what's being moved. Phone and online-only quotes are illegal in California for binding purposes. The estimate has to come after someone has actually looked at your stuff, in person or via a thorough video walkthrough.
• A "Not to Exceed" price. This is a maximum dollar amount on your moving services agreement. Unless you add services or items in writing through a Change Order, the mover cannot charge you more than this number. A Change Order can't be used just because the mover underestimated.
• A signed moving services agreement (the contract), the "Important Notice About Your Move" document, and the "Important Information for Persons Moving Household Goods (within California)" booklet. The booklet lays out your rights — most people never read it, but it's legally required to be handed to you if you booked at least three days in advance.
• Basic cargo liability of 60 cents per pound per item, included at no charge. You can buy higher coverage (full-value protection) if you want, and the mover has to offer that option.
• A copy of every document you sign, before the move starts and again at the end.

If a "mover" can't or won't produce these things, that's the warning sign.

The Bureau of Household Goods and Services took over moving company regulation from the CPUC in 2018, and they run a public license lookup tool. Go to bhgs.dca.ca.gov, click the License Search button, and search by company name or by Cal-T number (the permit number every licensed California mover has).

When you pull up a company, the things to confirm are:

• The carrier status says "Active." Not pending, not suspended, not expired.
• The legal business name and address match what the company is telling you. Unlicensed movers often operate under multiple unrelated names on different sites.
• The company has insurance on file — public liability, property damage, and cargo coverage. BHGS requires it for active status.

Any licensed mover should also display their Cal-T number on their website, trucks, and contracts. If you can't find it on their materials, that's a problem. JH Moving's Cal-T is listed on our site and on every estimate we send.

While you're at it, the BHGS site also has a complaint history search, the ability to file a complaint directly, and a list of recently disciplined or unlicensed operators. BHGS ran a statewide sweep of unlicensed movers in late 2025, so the enforcement side of this is real.

A few things, and most of them are predictable if you're honest about them upfront:

• Stairs and elevators. A second-floor walk-up can easily add an hour or two compared to a ground-floor unit with a driveway. Slow or small elevators in San Francisco and Oakland buildings — especially ones that need to be reserved and padded — frequently add 30 to 60 minutes per end of the move.
• Long carries. If the truck can't park within about 75 feet of your door — common in parts of Berkeley, the SF avenues, and downtown Oakland — every item gets carried farther, and that time adds up.
• Parking and street access. Narrow streets, no loading zone, having to circle for parking, or building rules that limit when you can use the freight elevator all eat hours. In SF, if you don't pull a temporary no-parking permit through SFMTA, you can lose a lot of time waiting for cars to move.
• Packing that wasn't actually done. The single most common reason a move runs over: the customer thought they were packed and they weren't. Loose items in dresser drawers, kitchens still half-full, garages "mostly done" — every loose item we have to box on site is time on the clock.
• Inventory that grew. The estimate was based on what we saw during the walkthrough. If a storage unit got added, or the garage turned out to have twice as much in it, the move takes longer.
• Traffic. Bay Area traffic between origin and destination affects the double drive time portion of your bill. A 9 a.m. start that puts the drive in the middle of rush hour costs more than a 7 a.m. start would have.

The honest version: most overruns come from underestimated inventory or under-packed homes, not from movers working slowly. A thorough walkthrough and an accurate Not to Exceed price upfront are the best protection against this.

Three terms get used, and they mean genuinely different things.

A non-binding estimate is the mover's good-faith guess at what your move will cost based on the inventory and services discussed. The final bill is based on what the move actually requires — actual hours, actual weight, actual services. It can come in under, at, or over the estimate. For interstate moves, federal rules cap what you have to pay at delivery to 110% of a non-binding estimate, with the rest billed within 30 days.

A binding estimate is a fixed-price contract. You pay the agreed amount regardless of whether the move ends up being lighter, faster, or shorter than expected. The trade-off: if the mover underestimated and the move takes longer or weighs more, that's their problem — but if they overestimated, you don't get money back. Binding estimates are more common on long-distance and interstate moves where weight and services can be locked in ahead of time.

A "Not to Exceed" price (also called a binding-not-to-exceed) is the California standard for in-state moves and is required on every California household move under Maximum Rate Tariff 4. It's a price ceiling. If your move ends up taking less time than estimated, you pay less. If it ends up taking more time, you pay no more than the Not to Exceed number — unless you signed a Change Order adding scope mid-move. This is the strongest of the three from a consumer-protection standpoint, which is why California requires it.

For a typical local Bay Area move, what you should be looking at is an hourly rate plus a written Not to Exceed price based on a real walkthrough. If a mover offers you a "binding flat rate" without doing a proper inventory, be careful — that's a common bait-and-switch setup, where the flat rate gets revised on move day after your stuff is on the truck.
